With the adoption of a unitary authority in Cornwall (Cornwall Council) in 2009, the former Restormel Borough Council ceased. This left some areas in the former borough with no local community (Parish) councils, so Carlyon Parish Council, together with St Austell Town Council, St Austell Bay Parish Council and Pentewan Valley Parish Council were formed and the first elections for councillors in these councils were held in May 2009. The parish covers the wards of Carlyon Bay and Tregrehan Mills and includes the recent Gwallon Keas development.
The parish council acquired Tregrehan Jubilee Playing fields from Cornwall Council in October 2024 and in addition to this is responsible for West Crinnis Field off Sea Road which it leases from the Carlyon Bay Hotel and is a popular place for exercising dogs or just sitting on one of the many benches and drinking in the spectacular view. The parish council cuts Public Rights of Way and the South West Coast Path which runs along the coastal boundary of the parish. Councillors take great pride in the parish and do their utmost to keep it looking beautiful. To this end the council provides a number of additional litter bins and dog waste bag stations in Tregrehan Mills and in West Crinnis field, and individual councillor regularly undertake litter picks around the parish. The council is responsible for the bus shelter on Beach Road. Recently it has installed interpretation boards on Crinnis Road and adjacent to Jubilee Playing fields showing the history of Carlyon Bay and Tregrehan Mills.
